On Friday, UN High Commissioner for Human Rights Volker Türk named Tunisian Radhouane Nouicer as his expert on the situation of human rights in Sudan, succeeding Adama Dieng, who stepped down in October.
Radhouane Nouicer has held senior positions at the UN for more than 30 years, including at the UN Refugee Agency (UNHCR) and the Office for the Coordination of Humanitarian Affairs. He will begin his duties immediately (OCHA). In 2011, he also served as the Tunisian Transitional Government’s secretary of state for foreign affairs.
In his new position, he brings a wealth of knowledge, including that on protecting civilians in conflict- and post-conflict-affected nations in Africa and the Middle East, such as the Democratic Republic of the Congo, Djibouti, Iraq, Syria, and Yemen. He is a native speaker of Arabic, French, and English.
The Human Rights Council resolutions A/HRC/S-32/1 on the human rights situation in Sudan are to be implemented, and the High Commissioner calls on all Sudanese parties to provide the new expert with their full cooperation.
The High Commissioner Türk also expressed his sincere gratitude to Adama Dieng for his efforts in reaching out to all Sudanese stakeholders and for earning the respect and trust of everyone during his tenure in the position, including high-ranking officials, leaders of political parties, civil society organisations, and human rights defenders.
